TPath.GetPublicPath does not exist in Delphi XE3 #4

What steps will reproduce the problem?
Cant compile with XE3.

What is the expected output? What do you see instead?
It should compile.

What version of the product are you using? On what operating system?
XE3, Windows 7, 64bit.

Please provide any additional information below.
