Is the flotsam and jetsam remover being too heavy handed leading to loss of material/creation of new material?

Implemented an option, through commenting, of a heavy handed or light handed approach (light handed only fills cells when all cells around (4 faces) have fluid, as opposed to heavy handed that will fill a cell that has 3 of 4 cells around with fluid
