Add setting files under .devcontainer/ for testing and developing the codes in Visual Studio Code

The docker image is based on jupyter/datascience-notebook:python-3.7.6.
interfacemaster is installed in the editable mode by running the postCreateCommand pip3 install --user -e . at the container creation process.
