HML Spec: Consensus sequence can take in a URI. What does this mean? Targeted-region and sequence are still always required - how does this work with a URI? Redundant? Need a choice switch somewhere in there?

I'm not sure of the use case for a URI property on consensus sequence. See also https://github.com/nmdp-bioinformatics/hml/issues/14

Fixed downstream; URI property on consensus sequence was removed in version 0.9.6.
