Deployment configuration changes #108

Description

Includes the following changes:

[x] Disable NAT gateway check when using private subnet
[x] Pass AMI ID as parameter
[x] Change AssociatePublicIpAddress to false
[x] Update Python lambdas to 3.11
[x] Use Docker container for SAM build

New Usage

New environment variables are introduced.

SKIP_CHECK_DEPENDENCIES=true # Skip the dependency check when running `make deploy`
SKIP_VALIDATE_NAT_GATEWAY=true # Skip NAT Gateway validation when deploying to private subnet
