Check dependencies before deployment #60

Added checks for:

[x] Docker daemon is running
[x] AWS CLI is installed
[x] SAM CLI is installed
[x] jq is installed

Note: Python 3.8 is not used for the deployment, and the Python 3.8 image is used for the Dockerfiles in the build and load jobs, so the only case where a check is necessary is for local development of those scripts. Some instructions on how to develop locally will be added to the README.
