Username aliasing #5

Allow an admin or authorized user to alias usernames so they are not double-counted for setting or receiving karma.

Work started on user-alias branch.

This theoretically works as of dda6539b12a3abc5fc52865c32cfb7ce1994f23a, but is not merged to master.
