Prepare for 3.30.19 release

We are targeting a prerelease for early February and a release for mid February

Checklist for before prerelease

[x] SS testing and debugging completed (IT or KD)
[x] r4ss updated (IT)
[x] Helper spreadsheets deprecated and shiny app advertised in release notes (KD)
[x] Put together release announcement (RM or KD)
[x] code committed and tagged in repo as v3.30.19-prerel (RM)
[x] prerelease exes built (KD)
[x] All exes added to github releases as v3.30.19-prerel (KD)
[x] Announce prerelease (RM)

Checklist for before release

[x] SS manual updated and tagged in repo (CW)
[x] SS manual added to a github release (KD)
[x] SS3 GUI updated (NS)
[x] Make sure excel postprocessing up to date (RM)
[x] Make changes to SS if any bugs caught in prerelease
[x] code committed and tagged in repo as v3.30.19 (RM)
[x] Release exes built (KD)
[x] Exe and .tpl archived on Google drive (KD)
[x] Change log updated in Stock Synthesis repo (KD)
[x] All exes added to github releases as v3.30.19 (KD)
[x] Add GUI to vlab (KD , if Neal wants this done)
[x] Send out release announcement msg (RM)
[x] Github exes added to a github release (KD)

Checklist for after release

[x] examples updated in user-examples repo (KD)
[x] Update ss-test-models reference files to the release version (KD)
[x] Removed "resolved" tag and close all issues worked in the milestone for this release (KD)
[x] Move unworked 3.30.19 issues to the 3.30.20 milestone (KD)
[ ] Work on #163 for the whole codebase (NS) (Edit: in progress)

@Rick-Methot-NOAA , let us know when you are finished with code changes for 3.30.19 so we can do a prerelease. In the meantime, I'll start prepping some other components on the checklist.

A prerelease will be good. Area-specific M will need to wait as it actually could be quite involved. Remaining issues that I want to complete are: revision to bioecon fix to hermaphrodite output

The prerelease is now available at https://github.com/nmfs-stock-synthesis/stock-synthesis/releases/tag/v3.30.19-prerel .

While we wait for feedback on the prerelease, we should start working on the "Checklist for before release".
