[Feature]: add devcontainer file with R to be able to test in codespaces that has R #548

Describe the solution you would like.

add a devcontainer file to be able to use a codespace with R and r4ss preloaded - see this repo for similar devcontainer. This will help testing/trouble shooting github actions.

Not having devcontainer file, only testing locally
