resolves issue #570

[ ] repairs FMethod 4 so that fleets not listed will default to hybrid
[ ] rearranges Fmethod code for clarity
[ ] restores Fdetail capability to Fmethod 2. Capability to use Fdetail to set phase for individual F values had been lost
