move r related workflows to a different repository #16

work with @Bai-Li-NOAA on this. It would be good to move these to a more general location, since they are not stock synthesis dependent.

Also, remove any code related to stock synthesis (for example, to copy repos in r cmd check)

Code related to R workflows has now been removed. Anyone using the reusable R workflows simply should need to change nmfs-stock-synthesis/workflows to nmfs-fish-tools/ghactions4r to get them to work.
