Update Fig 13 in survey report #28

In Jarrod's technicaly review, he commented

Could potentially split (a) into 2 panels to help visualize some of the extreme catches, that is, plot 20K and above.

in regards to Figure 13:

I agree that the current figure makes it difficult to differentiate between hotspots along the coast. Should we try the two-panel option, or perhaps just mess with the NASC thresholds to something that's more visually appealing?

We can play with the nasc.breaks, etc. in the Doc/settings/settings_2207RL.R file. However, that will affect the breaks for not just the nearshore data, but for all vessels. But it could be a good proof of concept. We could also create another section in the settings for nearshore data (e.g., nasc.breaks.ns) and update the code for creating those figures.

The offshore NASC plot was being averaged over 2-km intervals, while that was not being done with the nearshore (LBC) data. The Rmarkdown code was updated to also average the LBC data, resulting in the following map:
