Develop and submit documents for Canadian SRP.

[x] Produce survey plan map, zoomed to show Cape Scott

I will spearhead this effort, but will coordinate with @stevesessions and Elise Kohli, as necessary, to submit the application on the same timeline as the Mexican SRP.

Documents were provided to T. Gallagher at MOC-A, and received confirmation of receipt. Will be keeping the Canada and Mexico MSR applications separate. Will close issue once submission to RATS is completed. Status of Mexico permit is the same, per @stevesessions.

Documents have been uploaded to RATS but not yet transmitted to State.
