specify time search behaviour

There's a lot of time queries in the API. We should be explicit about the intended behaviour of time searches. e.g.

start query parameters specify inclusive time
stop query params specify exlcusive tim
search returns any event with an intersection with the specified inclusive,exclusive search time window
