at the 20210614 meeting it was highlighted by a fleet that the CAIQ BCR-01.4 is very relevant and not otherwise captured in the TSRM

BCR-01.4 Do you monitor service continuity with upstream providers in the event of provider failure?

add a new requirement with BCR-01.4 as an xref and review public references for other matching xrefs to include as well
