Provide details on how to run the local env

I'd sugest to rather document this in the already existing GH pages docs, which come with ODK and which I just activated (https://nmrml.github.io/nmrCV/). All the source files for this live in the docs folder and the navigation/theme is set in https://github.com/nmrML/nmrCV/blob/main/mkdocs.yaml. So all that would have to be done is add .md files in which the details are explained. Some default docs come with ODK already, so we should check what else we need. The docs will get redeploayed with every PR merged into main automatically.
