The standard does include "smaller vehicle installations in HO gauge", starting at line 4 (June 18, 2020 draft) and consistent with RCN-118 and NEM 662. This has already been discussed at length. We have already received and followed guidance from Carl Smeigh, Mark Juett, and the NMRA legal department. Appropriate steps have been taken to limit the liability of the NMRA.
This issue will not be fixed and no changes to the document will be made.

There is a liability risk by limiting the current to 0.5A, I do not believe it should be ignored – even with the clear spec. However I am glad the target scales are N and TT, not including HO. This would significantly reduce the liability exposure in my assessment.
