S-9.2.1 July 2012 version defines the Extended Accessory Decoder Control packet with 32 "aspects". The RailCommunity definition of this same packet time extends the number of "aspects" to 256.
A request came in to use this packet type for turntables which necessitates more than 32 positions. It is proposed that the NMRA adopt the RCN-213 version into the next revision of S-9.2.1. Some discussion took place to determine if there are any potential backward compatibility conflicts.
On August 18, 2020, DCC manufacturers were requested to provide notifications of any concerns with the proposed change. The RailCommunity also discussed whether there were any concerns. So far no concerns have come to light. If concerns do come to light, they shall be noted for consideration here.
