The "Special Operating Mode Command" which is part of the proposal commonly known within the DCC WG as "East-West" shall be added to the next revision of S-9.2.1. The RailCommunity spec RCN-212 December 1, 2019 already includes this command known as "Special operating mode command". It is defined as:

bits 0 and 1: reserved, always to be set to 00.
bits 3 and 2:
00 Not part of MU
10 Lead in MU
01 Middle in MU
11 Rear in MU
bit 4: shunting button
bit 5 = 1: "West bit"
bit 6 = 1: "East bit"
bit 7 = 1: MAN function
There is a conflict with an existing S-9.2.1 command "Restricted Speed Step Instruction". An extensive survey was conducted about this command. It was discovered that Lenz originally requested this existing command definition and never put it into use. Therefore it has been decided that this command can be repurposed for this proposal.
