Nothing to do with flood control. Most likely it's a bug with blending into the movement animation combined with latency.

If your pressing forward or backward while hitting attack the melee attack animation may play a second for a few frames or full frames. (That buggy twitch animation thing where). It seems to happen if you press it twice. Are our animations just too slow and complicated for online play then? We might need to speed them up or get the pings down for the zombies, there hogging all the animation bandwidth.
thats what happend to me to i when i was holding the axe the animations went crazy and my hands started glitching i could't see my hands so it was hard hitting the zombies

it's not repeating it's just starting the animation and then stopping and so on
Apparently the issue happens when you tap a movement key (ex: you tap your forward key) right when you try to swing/shove
Edit: It's basically http://bugs.nmrih.com/view.php?id=92, right down to the animation bugging up, good thing we still have that old MantisBT database haha
ah then its a code bug ? Seems then once that "step forward" glitch is activated it doesn't go away. It plagues the weapons until a restart or maby a miracle. Perhaps then online with latency, it makes the chance of getting it like 1000% more likely.

I was in game (single player) and was pressing forward/backward while holding the maglite and it was repeating the animation twice for full frames or a couple frame then glitching back into place. I wonder if it could be like a flood control problem with input lag.
Also I notice these kindof animation bugs alot when playing online with all weapons/melee. It could be related, it seems like the same kind of animation bug, they just happen more often in a multiplayer game. Its really annoying I hope we can get these fixed.
