I need something like the "fill empty subnations" algorithm, but for cultures. Any place with population should have a culture, and not just one monolithic "remote" culture. The cultures the user generates first are intended to be the primary cultures. These additional cultures would be randomly generated and have very low expansion rates.
Plus, if everything has a culture, then there shouldn't be any place without them. This removes the need for a default_namer argument.
