Add a devtracker widget #136

Should use devtracker as a tag under posts Only posts with devtracker tag should be in it. The 5 latest should be cycled through automatically every few seconds. Rag will take care of tracking it.

Hide Current Events if no events are currently active.

Have DevTracker Widget above Current Events in the right column.

Show one DevTracker item at a time, cycling through the latest five.
