frank doesn't care about encoding #24

in #chaos-hd on robustirc, 18:08 UTC +0200 2015-04-07, frank had an encoding issue. He gets the URL http://www.spiegel.de/schulspiegel/abi/abitur-schueler-beantragt-klausur-nach-informationsfreiheitsgesetz-a-1027298.html and puts [Link Info] Abitur: Sch�ler beantragt Klausur nach Informationsfreiheitsgesetz - SPIEGEL ONLINE into the channel.

My guess is, that frank doesn't care about Content-Type, which is iso-8559-1 in this example.

Maybe someone want to fix it.
