We were discussing a bit on leveraging professional development reviews to justify spending time/money on some of these projects. E.g. doing code reviews also teaches the reviewers new things.
Also, when others pay it back, your code gets better, less time spent on bugs and less maintenance cost down the line. (At least one could claim that, I have no numbers.)
We've discussed a lot of ideas on how to improve workflows and work environments, but the pertinent question that remains is how to convince line managers/PIs to be able to spend time and other resources on this kind of work.
