Update Italian States #75

I updated the list of Italian provinces (states) by removing an old province that no longer exists and adding the missing ones with a new ID greater than those already present

unfortunately I don't have a list of all the cities of these added states but at least we are getting closer to a more complete database

I also added the "type" field in the base config to help users. Since I myself initially didn't understand they could be added
