Added localization for Italian states #77

I noticed that some Italian regions/provinces where named in English, so I added a file to localize them.

I hope this feature is welcomed.

@rinodrummer regarding the localisation of the states i am a bit conservative here as the solution is only to translate the italian states and not all. i would recomend to keep this change on your fork as you need it for Italy. Did i read the situation right? or am i missing something?
