when loading time series from FAST, sometimes there are duplicate time values, or overlapping time series, should filter these out #1

this problem was caused because FAST will restart at initial blade azimuth/rotor_speed ... etc. whenever OpenFOAM/SOWFA restarts from previous saved time step. this was partially resolved by writing a bash script to initialize FAST at the last known OpenFOAM timestep
