External UI in NERO #47

Steps to follow:
 * Start OpenNERO
 * Start NERO mod
 * Adjust the values and the sliders on the external UI
 * Look in the log to make sure the values adjusting there correspond to what you are changing
 * Use the Save and Load buttons

Evaluation questions:
 * Does the external UI work as expected?
 * Does it affect the agent behavior?
 * Are you able to adjust all the values correctly?
 * What are the ranges of the values you adjusted?

Stand Ground - The slider seems to do the opposite of expected
Stick Together - check
Approach Enemy - check
Approach Flag - check
Hit Target - inconclusive
LIfetime - Population regenerates upon moving the slider, short lifetime isn't 
short enough or the slider doesn't do anything at all
Friendly Fire - inconclusive
Explore/Exploit - check
Hitpoints - unable to test
Speedup - check

Save Pop1 - BSOD
Save Pop2 - BSOD
Load Pop1 - unable to test
Load Pop2 - unable to test
