Fixed issue #646.

This commit is to support a selective PR handler. It is to handle a situation that developers want to maintain a GitHub repository that includes multiple projects.

Changelog

Updated configuration file
Added a routine that examines if a PR include a specified folder
Added a log file to maintain the gateway facility of TAOS-CI
Updated annotations
Added debug messages
