[Tizen/IoT] Add edge AI sample apllication using image classification #157

Add edgeAI sample application using image classification. If the device finds a target that the user wants, it starts video streaming to the server. To prevent frequent on/off of valve, if the target is found, streaming continues for 3 seconds.
