[ml-svc-model] Add a example scenario using ml service model APIs

• The app imgcls prints a detected object from a simple ml pipeline using mobilenetv1.
• When mobilenetv2 (tpk) app are launched, it register its shared model files using ml_service_model_register.
• Without any code change to the app imgcls, it uses the newly installed mobilenetv2 file.
• When mobilenetv3-rpk app is INSTALLED, a daemon in the tizen device register its model file based on the content of "model_description.json" file
• Again, without any code change to the app imgcls, it uses the newly installed mobilenetv3 file.
