[CI] Remove Pylinter in gitaction CI #2576

In this PR

Previously, since Pylinter did not exist as gitaction, it was run directly in gitaction. but there is no need to do the same task twice because pylint is included in static_check.scripts when importing ci from nnstreamer. So delete pylinter.yml file because it continues to create unnecessary CI errors.
