[ blas/OpenCL ] Added multiply OpenCL kernel and unit test #2630

sscal equivalent kernel added for multiply.
Added standalone unit test unittest_blas_kernels_cl.cpp for easily testing OpenCL kernels.
Added an overload of dotCl.
