[ WIP ][ Wait for #2648 ][ layer ] Custom Multi Head Attention layer

Changes made in this PR:

• Added CustomMultiHeadAttentionLayerCl class with GPU implementation of custom MHA from FELICE repo.
• Added API endpoint CustomMultiHeadAttention and required enums.
• Modified cl_context to register custom MHA.

Work In Progress:

• Incorporate addition OpenCL kernel
• Add BiQGEMM OpenCL kernel
