Migrate noaa-fisheries-integrated-toolbox GitHub organization and nmfs-fish-tools GitHub repositories to GitHub Enterprise Cloud as appropriate. #51

Licenses now available, so this can be worked on.

We now have OST GitHub enterprise licenses.

In prep for this, I have been removing unused repos in nmfs-fish-tools, and consolidated the NFT binaries into a single repository rather than ~25 separate ones.

A plan for now is to 1) Migrate the noaa-fisheries-integrated-toolbox as a GitHub organization into GitHub Enterprise cloud; 2) migrate individual repositories from nmfs-fish-tools into either the nmfs-ost or the noaa-fisheries-integrated-toolbox organization.

This will have to take place in FY 25
