At the end of FY24, have a conversation in a FIT committee meeting about how IRA funded initiatives (e.g., CEFI, data modernization including Openscapes) relates to the toolbox

We discussed at the June meeting.

Action Items to consider for next FY:

[ ] Outreach to IRA projects about the FIT and encourage them to onboard any projects that are in scope
[ ] Talk to @HTownsendis about CEFI and links to FIT
[ ] Outreach to those running RFPs to include the fit in their TORs, if relavent
[ ] Clarify FIT role in existing PR toolbox initiative
