Addresses https://github.com/noaa-fisheries-integrated-toolbox/FIT-committee/issues/53. I found that the original plan to update from jekyll 3 to 4 wasn't appropriate, so instead I migrated to use the latest version of the github pages jekyll plug in and use remote theme, which greatly simplifies the files needed in the repo (no boilerplate stuff is required!)
I tested this in a codespaces by using bundle exec jekyll serve to build the site and navigating to check that it looks as expected.
