This PR updates metadata associated with the original toolbox libraries. In particular, it links to https://github.com/noaa-fisheries-integrated-toolbox/FIT-binaries instead of individual repos in https://github.com/nmfs-fish-tools. This is to reduce the number of repositories needed to manage the FIT.
There is also a small fix for static version badges so that they show up - the html there was not showing up.
