[x] maybe use https://noaa-fisheries-integrated-toolbox.github.io/browse instead of the individual drawer pages? (exists, but not linked anywhere)
[x] Manage more of the webpage from 2 repositories (toolbox_web_templating, and deploy to noaa-fisheries-integrated-toolbox.io repo)

Completed, although still testing on dev. Will push to prod when done working on other issues.
