Adding NEI2016v1 emissions for NAQFC. #8

@ytangnoaa Can you add the processing code/scripts used to merge the NEI2016v1 area/2d sources and the processing scripts for 3D point sources for NAQFC to this repo (e.g., NAQFC/EMISS/nei2016v1)? This would be very helpful and track all enhancements. Thank you!

Yes, I will do. The processing was done in aaqest. I will also change CMAQ since the NCEP needs cgrid and soil NOx file after 6 hours, not at end of run.

OK, great @ytangnoaa thanks! Please just let us know of all NCEP needed CMAQ changes as well, so we can keep track of them here in our internal NAQFC repo too. Feel free to make a branch or other way to add the NCEP needed changes to CMAQ here.
