[Inputs] Adding Global Canopy Datasets for Roughness Length and Displacement Height #126

@angehung5 As discussed in numerous air-sfc-x meetings, and to facilitate further potential project/funding and improvements for the UFS in our group, we should think about deriving new global canopy input datasets including roughness length (Z0) and zero plane displacement heights (ZPD). These surface parameters are critical inputs to land, weather, and atmospheric composition models. This would impact also canopy-app processes, e.g., canopy wind.

These can be used as optional inputs to canopy-app instead of using approximated model Z0 and ZPD. Z0 and ZPD can readily be derived from NDVI, e.g., https://www.fao.org/aquastat/py-wapor/et_look_rsts/roughness.html, as other similar canopy products are.

Barry has already started testing that using MONETIO NDVI and deriving Z0 for example: image
