Perturbation bug on turn to NE #118

These are 8 directions straight tracks for testing: straight_tracks.tgz

Using a fake track, it is definitely obvious something's wrong with NE direction:

NE NW N

All of these are supposed to be perturbed similarly for 50 track ensemble!

I made some changes and it seems that it works: NE SW

Looking at all of the 3 storms for all lead times, I don't see anything fishy. See the attached zip file: plots.zip
