Scrolling annoyingly turns back on [bug] #1191

Description

If "Scrolling" was disabled from menu, it should not autoenable itself

Steps to reproduce

  1. disable scrolling from menu
  2. go to settings
  3. app notifies that scrolling was enabled back, even no one asked it to do so image
