Add libpwquality dependency for Arch #15

clevis requires libpwquality on Arch for use with LUKS. This adds it to the list of necessary packages to install if using TPM2.

@eedstrom Just wanted to give you an update. Since clevis is borked at the moment, I'm going to wait to merge these until they've fixed that. Once they have I'll be able to test these and merge. Given it's a security tool I'm trying to test every pull request before merging just on principle, nothing personal. :P Cheers!
