feat(centra-mocks): add new `@noaignite/centra-mocks` package #212

Created an initial PR for a @noaignite/centra-mocks package with some centra mocks taken from PR #179. This package could then be used for writing the tests in #179. Additionally, we could publish this package for easy access to mocks in other projects.

This PR currently has errors as either the mocks or the types are incorrect. Please assist where possible with this @adamsoderstrom @alexanderflink. Cheers!
