Implement direct band up/down or change so that band specific settings are restored #148

On radios like the FT-2000, band change from the FT-2000 front panel cause
other settings to be restored (like the preamp setting or filter) by band.
If you use PowerSDR/IF Stage's band buttons, then a frequency change
occurs, but the other settings for the band are not restored. We need to
see if we can cause a proper band change with the FT-2000 to restore settings. 

This may apply to radios besides the FT-2000, like the Kenwood TS-2000. We
are not sure. The K3 doesn't have this issue because frequency changes with
the FA CAT command cause a band change to occur within the K3.
