Implement IF Shift Syncing on K3 #153

This would allow proper filter shifting along with the filter width syncing.

This is quite complicated, because IF Shift is sent as part of the FI CAT
answer from the K3.  This means if we want to apply it separately, we will
have to figure out how to subtract it off the FI so that it's not applied
twice to the panadapter.  There could be additional issues like this.
