Investigate contributed code for increasing panadapter resolution at sample rates higher than 48Khz #179

Investigate contributed code for increasing panadapter resolution at sample
rates higher than 48Khz. Dave, WA3OFF, has worked on some code to increase the
number of FFT bins on the higher sampling rates so that the same amount of
resolution can be shown regardless of the selected sample rate.

Note this will require a lot more CPU power to run if this option is selected
by the user.

Attached is a setup.cs which includes the SpectrumGridMin, WaterfallLow
corrections for the WA3OFF additions. Calibrate and set noise floor at 4096 and
the display will maintain calibration while lowering the spectrum grid for the
lower noise floor.
Changing the Spectrum buffer causes the wbir to retrain.
Adds a couple of percent to the cpu demand here.

Setup also includes an option (in Setup/Display/Spectrum Grid) to select Region
1, 2 or 3 band edges in the display, for which a modified display.cs is also
attached. Region 2 is the default.
My changes are prefixed // F5VNB begin.
