PowerSDR shuts down at random. Cannot correctly re-start. #193

What steps will reproduce the problem?
1.Start operation normally
2.Connect Prolog2k
3.

What is the expected output? What do you see instead?
After shutdown attempt to restart displays the following "There are other 
PowerSDR instances running. Are you sure you want to continue?"

What version of the product are you using? On what operating system?
1.19.3.5

Please provide any additional information below.
In order to be able to restart the program I must reboot. Nothing shows on the 
Task Manager. Windows 7 in use.
