numpy1.24 and tested on python3.8

It seems that numpy 1.22 isn't available for python versions below 3.8. Looks like the generic aliases were removed in numpy 1.19, so maybe relaxing the version dependency to that would be appropriate

Thanks for the PR, but I had to make the changes in another commit due to the issues with your version pinning (see comment above).
